Measurements are taken of the item laying flat. The chest is a bit more fitted so that sizing UP should not be a problem to fit your hips the best. Most women have opted for the larger size if between sizes so the pockets lay flat.

I am 5'3ish, 170ish and wear the L. My hips at widest part are 41" and my chest is 40" approximately. So, compared to the fabric width my chest is a little larger and my hips are a little narrower. Pockets laying flat is the key to the best fit.
